Expansion of the cosmetic ingredient review program

Abstract

The Cosmetic Ingredient Review (CIR) is anindependent program that evaluates the safety ofingredients used in cosmetics. With participation of thePersonal Care Products Council, the US FDA and theConsumer Federation of America, the program has beenoperating since 1976. The CIR Expert Panel, composed ofmedical and scientific experts and non-votingrepresentatives of FDA, consumers and industry, reviewsand makes safety determinations in an open, publicprocess, and is supported by the CIR Staff. The recentexpansion of the CIR program, summarized in this reviewarticle, has enhanced its mission to providecomprehensive, open and scientifically expert reviews ofingredients in an open and unbiased manner.
